How to Register
The Barcelona City Council facilitates the registration process (empadronamiento) for all people living in the city, regardless of their administrative status.
Being registered allows you to access services such as healthcare, education, and social assistance. The procedure can be completed at the Citizen Service Offices (OAC) or online.
Health Card
The Government of Catalonia (Gencat) manages the Individual Health Card (TSI), which allows you to access public healthcare services throughout Catalonia.
You can apply for it in person or online and, once obtained, you will be able to visit your assigned health center.
Library Card
Barcelona Libraries offer free access to books, magazines, computers, and internet through a library card.
With this card, you can also access digital lending services and cultural and educational activities throughout the municipal library network.
Consortium for Linguistic Normalization
The Consortium for Linguistic Normalization (CPNL) offers free courses and resources to learn Catalan or improve your language skills.
Its programs are aimed at all people living in Catalonia who wish to fully integrate into society and the labor market.
Registration Without a Fixed Address
The Barcelona City Council allows registration without a fixed address through the Residence Verification Report (ICR).
This document certifies that you live in the city and gives you access to basic municipal services such as healthcare, education, and social assistance.
